Ontario expected to impose contracts on teachers

Ontario's public school teachers will learn today whether the province will impose contracts on them during an ongoing labour dispute.

Education Minister Laurel Broten has scheduled a 10 a.m. ET news conference, and one report Thursday says she will impose contracts on Ontario's 130,000 elementary and secondary school teachers.

The Toronto Star reports the contract the province is expected to impose is similar to ones already signed with Catholic teachers that include pay freezes for most teachers, a cut in the number of sick days allowed each year and a limit to how many sick days teachers can cash out when they reach retirement.

The province gained the power to impose a contract when Bill 115 was passed last fall. The legislation also bans strikes. The province had set a Dec. 31 deadline for agreements to be signed.

In December, elementary teachers staged one-day strikes across the province to protest the law. Many teachers have also pulled back from supervising extracurricular activities, such as coaching sports teams.

Teachers' unions have said they will stage protests in 2013, but have not made clear whether this means more one-day strikes, which are now illegal under the new legislation.

Hudak wants contracts imposed

The Progressive Conservatives say the government should impose new contracts before students head back to school next week to remove the uncertainly for parents and teachers.

"We actually supported the bill because we were told there would be no strikes, no lockouts, there would be a wage freeze and we would continue on," Progressive Conservative Leader Tim Hudak told reporters on Wednesday.

But the New Democrats want the Liberals to repeal the law and restart negotiations.

Two Ontario leadership candidates — Eric Hoskins and Gerrard Kennedy — say the province should not impose contracts on teachers until the Liberal Party selects its new leader later this month.
