Montreal awaits word on whether mayor will address charges

Montreal is conducting business as usual — with the deputy mayor in charge — as it awaits word on whether Mayor Michael Applebaum will speak after he was arrested and now faces 14 charges, including fraud, and calls to resign.

Applebaum left provincial police headquarters in a taxi without commenting to the media on Monday, 10 hours after his arrest on criminal charges that include:

  • Fraud against the government.
  • Breach of trust.
  • Conspiracy and municipal corruption.

The province's anti-corruption unit, UPAC, says the charges relate to obtaining permission and political support for two real estate projects in Montreal's Côte-des-Neiges-Notre-Dame-de-Grâce borough between 2006 and 2011, during which time Applebaum was the borough's mayor.

The province and the majority of municipal councillors say Applebaum should resign and the city should select an interim mayor to serve until the next municipal election in November, rather than placing the city under trusteeship or advancing the date of the municipal election.

In the meantime, City Hall Speaker Harout Chitilian says a system is in place to deal with the mayor's absence.

3rd mayor in less than a year?

Deputy Mayor Jane Cowell-Poitras is stepping in until a new mayor is elected, just as she did when the previous mayor, Gérald Tremblay, resigned last fall amid allegations of corruption.

If the mayor does resign, Chitilian says councillors could hold a secret vote amongst themselves to choose the next mayor.

"We open a period to take into consideration the candidacies, and we hold a vote," says Chitilian.

Once Applebaum makes his intentions known, a vote on a new mayor — the third in less than a year — could take place as early as next week.

Veteran Coun. Marvin Rotrand says the situation at City Hall has made him question his profession.

"People think we've gone nuts in Quebec, and in that type of situation, it even makes me wonder about my future. I don't know if this is what I wanna do in the long term," says Rotrand.
