Prime Minister Stephen Harper is adding eight new faces to his cabinet today, four of them female, in a shuffle that is seeing numerous portfolios changing hands and the creation of new positions.
Harper is using his Twitter account to announce the details ahead of the 11 a.m. ceremony.
Here's what has been announced so far:
- James Moore is the new industry minister, replacing Christian Paradis.
- Shelly Glover is the new heritage minister, replacing James Moore.
- Kellie Leitch is the new labour minister, replacing Lisa Raitt.
- Leona Aglukkaq moves from health to environment, replacing Peter Kent.
- Candice Bergen is a new minister of state for social development.
- Greg Rickford is the new minister of state for science and technology.
- Rona Ambrose moves from public works to health.
- Kevin Sorensen is the new minister of state for finance.
- John Duncan is the new government whip, replacing Gordon O'Connor.
- Pierre Poilievre is the new minister of state for democratic reform.
- Rob Moore minister of state for Atlantic Canada Opportunities Agency.
- Lynne Yelich is the new minister of state for foreign affairs and consular services.
"[It] will be a substantial and significant shuffle," a source told CBC's Evan Solomon, host of Power & Politics and The House ahead of the shuffle. "There will be new faces and younger members alongside experienced and capable hands."
The source also said there will be new women in cabinet and that the government's focus will remain on the economy.
Harper said earlier Monday morning that he is "proud to be naming four new strong, capable women" to the cabinet.
Finance Minister Jim Flaherty is keeping his job and Foreign Affairs Minister John Baird is also keeping his portfolio, Solomon reported.
But at least three ministries are guaranteed to have new people in charge. Harper has to fill the vacancy left by Vic Toews, who quit as public safety minister and as the MP for Provencher in Manitoba last week.
Keith Ashfield, the current fisheries minister, has cancer and asked the prime minister to relieve him of his duties in the next shuffle. The intergovernmental affairs department lost Peter Penashue as the minister in March when he resigned over inappropriate election claims. He was defeated in the byelection and Transport Minister Denis Lebel assumed the intergovernmental affairs job.
Lebel now has his hands full with the train disaster in Lac-Mégantic.
Environment Minister Peter Kent has made it known he won't mind if he is bumped out of cabinet and junior finance minister Ted Menzies and Diane Ablonczy, minister of state for foreign affairs, aren't running again in the 2015 election which means they could be dropped.
Previously 10 women
Harper currently has 10 women at the cabinet table, seven ministers and three ministers of state. One of those women is Senator Marjory LeBreton, who is the government's leader in the Senate. She intends to step down from that role, and it is widely expected that during this shuffle Harper will drop the position of Senate leader from being included in the cabinet.
LeBreton is also vice-chair of the cabinet's priorities and planning committee, the key committee that guides the government's strategies. With LeBreton leaving cabinet, Harper could tweak the composition of that committee, and other cabinet committees, depending on the change of portfolios among ministers.
With the Senate expense scandal still hanging over the Conservatives and declining support in the polls, political experts and insiders say this shuffle is a crucial one for Harper.
Some say this is an opportunity for Harper to try and change the channel by putting a fresh face on his cabinet. They also expect this shuffle to be coming ahead of a throne speech in the fall when Harper will lay out new policies and priorities for his government.
